In this case it's not really IEs fault so much as it is the style sheets for not properly defining where everything should be going. If you need a reset, use one, but don't rely on * to set specific margins - Go through and reformat your style sheet so the browser knows exactly where everything is supposed to go. How wide is this? What are its margins? Where should I put the background picture? on the left or right? You're leaving a lot up to the browser to determine, and therefore it's going to render differently in different browsers. Be specific.
