This one (conditional HTML, and a JS) was released in 06, but works very well. It doesn't work for background PNGs...

The parent tabsH class has a float:left setting....

The parent tabsH class has a float:left setting. Not sure if that should be there.

If all else fails, you could always wrap the menu and banner in <div align="center"> and </div> tags.
