I can't login to phpMyAdmin

I can't login to either one, I downloaded the newest version of phpMyAdmin and downloaded a brand new MySQL but when I try to login the screen just refreshes and I can't get anywhere.

EDIT: I just did a update on PHP to its newest version.

It was working, but out of nowhere it just stopped, I noticed it not working about a day ago.

This is hand installed on Windows Server 2003 with Apache, PHP5, and MySQL 5 (Don't tell me to go to linux, I have my reasons for being on a Windows OS).

Any ideas?
