Default Remote FTP to Remote FTP

How can I transfer files from a REMOTE FTP to REMOTE FTP easily without downloading the file LOCALLY?

Please keep in mind, the user doesn't have SHELL access.

You can use cURL to FTP the files from one server to the next.

I don't know if you mean in PHP or generally, but if generally, that's called FXP. I use a program called FlashFXP which does a fine job. It connects to two FTP servers then allows you to transfer files directly between them (assuming they both support it) without having to download them first.

Are you asking for a way to do it programmatically or do you need a program to do that? If you need a software, see the other posts. Otherwise, you can use various libraries (depends on the programming language). In PHP, you have ftp functions.
