You're after something called an accordion menu. Have a look at the following lightweight version. However, MooTools also has an accordion effect, as far as I know, but I'm not sure if MooTool's version allows you to use it in horizontal mode. The lightweight one does allow horizontal mode.

Not sure if you're after a plugin or something from scratch. If it's the latter, I made up a very quick example (unpolished, just showing basic concept) using jQuery:
