If you find out what his IP is (ping the domain) you can do a simple .htaccess block.
Code:
order allow,deny
deny from 123.45.6.7
allow from all

No there is not, php happens when you hit/load a site. The .htaccess denies them from hitting

If you are on a Linux server that will work, unless you are on some really cheap host who is running the oddest setup I've ever seen.

You may have to look into how IIS handles it then

Actually I'm the owner of the tektimes.com website Tim Dobson is talking about. I don't hate him. I don't even know him except that he hangs out in chatrooms on the "Ares" network with the nickname "tk-killer" and has a special talent for making enemies. I host rooms for a few people and he befriended one of them, then tried to "destroy" her room. He has been doing this to several people. He returned later and demanded she remove "his template". He has a page with various templates which apparently he got from others, and maybe made some himself. I was in the room and when he started cursing and threatening her I banned him. So apparently he greatly dislikes me, as he never misses an opportunity to leave me a nasty private message or try to put me down if he sees me in a room. In other words, he harasses me whenever he can.
Why was that page on my site? Well Tim moved his site to a new server and decided it would be cool to block anybody he has fought with on ares from the site so they can't download any templates. He then goes and taunts them in rooms showing them they can't access his site.
I decided it would be a good idea to download the templates so people who are blocked could get them. That page wasn't meant for public use, just so I could link to the templates and download them... I forgot to delete it...
Regarding that my site is eating up his bandwidth, well that not true since I checked the access logs and there are very few hits on that page. The hits are probably his. I couldn't even find the page in a google search. Anyway I removed it when Tim left me a message in a room laughing that "he caught me" and "reported me for copyright infrigment". Well for there to be a "copyright" something needs to be registered to you. Those templates are public domain. There is nothing to indicate that Tim owns any intellectual property rights to them. In fact many of them have names of other people on ares who created them.
So now you have the whole story!

I may not own the templates, infact... all of them templates on that site were made by the software in which i made... but that has nothing to do with this forum like the above post says... the fact is... i own the site. I pay for it and i hold full copyright over what is on that site. I have the right to deny access to any user i wish, if they have done nothing wrong.. that has nothing to do with it because "i own the site" along with the contents on it. The page which you "Ripped" and uploaded to your server, is breaking copyright law, you even left the copyright mark at the bottom on the page, now correct me if im wrong you dident have the permission to do such a thing... right? which is why im going to deny any links from your site to mine.. you have been reported to FACT and to your hosting provider. So this is just a matter of copyright theft now. Simple as. Thanks for the help guys!

Well, as others have said this forum isn't for this type of discussion so no need to press on with it. Just for your information, copyright theft involves "intent". The intention was not to host that page on my site but just to use it to download all the templates, which as you say are not owned by you. You claim no copyright over them. The page posted wasn't exactly your page since it was missing all the graphics. It was just code with links to zip files. I removed it as I had wanted to after I used it but forgot. I have no intention of linking my site with yours. Get over it. No copyrights were broken and no harm was done.

If you're running Windows you need to look into IIS rewrite in your IIS settings.

I'm kind of surprised nobody has mentioned just using the server firewall? Unless you don't have access to it, that would get my vote of confidence before worrying about the httpd deny and allow rules.

You could utilize your php.ini's auto_prepend_file for this purpose, but no matter how fancy your script, it will only block folks from directly accessing your pages, they could still easily send hits to your images and other media files.
Your best bet if you're unsure how to proceed is to contact your hosting provider and ask them what course of action they would suggest.
@Tekwiz, glad you had a chance to bring your side of the story in, but with no offense intended please remember that we're completely uninterested in bringing outside issues into the these forums. We're just here to provide help with PHP and related technologies. :D
