Video Upload and Share

Hello,

Can anyone point me in the right direction to go about creating a video uploader, that accepts mpeg,avi,etc... and changes it to FLV and then is shown in a player similar to youtube?

I am either looking for a script, or I'd be into tackling this myself. It is for a Joomla project I am thinking of.
