I would assume because Linux is much smarter about reporting it's load and processes than Windows and has built in ability to do so, whereas the Task Manager in Windows is just as proprietary as the rest of Windows (and probably as much of a mess) and is harder to tap. Just a guess though.

Well, yes and no. The function works on Linux, but not Windows, so you started the promotion. checkdnsrr and a few others could finish it up I'm sure.

Well, you can find the load value through a COM class, but it's not easy.. And it "hangs" for a moment while probing the load percentage.. So if you wan't to play around with load values, i would make some sort of program which works the same way as linux...

I know what it does, I was adding it to the list of php functions that don't work on Windows.

Because it referes to the averange load file on a POSIX system =), however its on our list to see if an alternative can be implemented
