There's one about CSS, there's one about AJAX, despite being called TalkPHP, so apparently the idea behind this forum is web site development with a focus on programming PHP. Suggesting a design/layout forum isn't exactly as far fetched as putting one up about movies.
A photoshop forum no, but I'll tell you one thing from my limited experience; programmers generally don't have a clue when it comes to usability. Perhaps if they had a little more background in it (which is becoming more and more prevalent, as a lot of headhunters that have contacted me in the past have asked if I have any experience in that area), they would be better suited to develop a system with that in mind, or at the very least be able to communicate with the front end folk at a more technical level.
I'll be the Hoff to all your Piers, and vote Yes.

I just want to make sure before this goes any further - I wasn't intending to insult anybody with my comments above. I realize I might've however, and if I did, I apologize.
It is a fairly consistent fact though, that designers aren't very adept at programming, and programmers aren't very adept at designing; We're starting to come to a time where those abilities are being seen as one and the same (either because it's a good thing to know a little of both, or because managers and headhunters are completley oblivious to the differences themselves...), so all I really wanted to say is that it's not that huge of a jump to perhaps expect that some people here do both.

That be explained quite simply, the processes are nearly opposite even in the sense of which part of the brain it uses.

Eh, when it comes to web design/development I would say not so much - I'm a programmer at heart, but I started out on the web making the front end pages. Now I definitely can't make something as pretty as a lot of sites I've seen, but when you break it down logically, design is just a function of form, the same way writing readable and well structured code is. If you take any kind of design/development course in college, one of the things they teach you, generally in a course called something similar to 'fundamentals of design', is that even artistic design can be reduced to its parts, line, shape, colour, form and texture. If you think about those like variables, conditionals and iterators, you can make your brain work in that direction too.
I'm trying to think of a good analogy, but can't at the moment - so I'll just say it like this; developing for the web is more than just one part. Oversimplified, there's the back end, and the front end, and even though you focus on one, it can't hurt to know at least part of the other.
