php pear package doesnot install

i am new in php pear programming, i have install xampp1.7.0 version and bydefault pear is installed in it but when i installed pear package through command line i get an error

C:\xampp\php>pear install Translation2-2.0.1
Ignoring installed package pear/Translation2
Nothing to install

C:\xampp\php>pear install Image_Color-1.0.4
Ignoring installed package pear/Image_Color
Nothing to install

can any has solution ?????
