There is no article, no site, nor any person who can take you from beginner to super-expert. Many supplements on the internet exist (google is your friend), but they can only assist you. The only way you can become an experienced programmer is though time, practice, and learning by doing. Past that there is no definite resource, but almost everything is out there somewhere on various sites and google can find it.

For all programming languages I use (which is quite a few), I use no single site. Rather, I have a small collection of sites I go to and google. Google connects you to endless resources on almost any and every subject.

www.experts-exchange.com is also a good site, even though it costs money. I mainly use it for MS and .net related stuff. I have never ran into a piece of bad advice there, the SEO is also very good.

My PHP list:
www.tizag.com (absolutely the best beginners guide on the net, makes a good resource too)
www.php.net (documentation for every corner of standard PHP)
