How can i load a COM/DLL file in PHP?

You can load COM objects using the com extension:
PHP: COM - Manual
For DLL's the only thing I see is to use the w32api extension to use the Windows API on a dll:
PHP: W32api - Manual
And for .NET you can either look at the COM documentation or this page:

If your using PHP 5.3 I can compile you a copy for Windows since I only got a 5.3 build envoriment setup.
I spoke to the devs and it didn't seems to be available for 5.2.x unless you compile it yourself.
