How about something such as the following. You could use regular expressions, but a normal string replace is much faster in this case.

foreach(glob('../categories/*', GLOB_ONLYDIR) as $dir) {
    $dir = str_replace('../categories/', '', $dir);
    echo '<option value='.$dir.'>'.$dir.'</option>';
}
