It seems as the though the guy gave away his Transcending CSS book away free until he found a publisher. It's on Archive.org but the direct link doesn't appear to work for me:

Nope, he was commissioned to write the book (he's a well-known designer).
The link is not to the book, but to a presentation about the book. It has some samples from the content, but not all of it.

Some samples are also available from the author's site at
http://transcendingcss.com/support/ But as it is still selling well, any ebook version you find that is the whole book is a bootleg, illegal copy.
