That is quite a question. I think that project has a lot more going on than what you've been asked. I haven't done any voip website. I manage voip servers with Asterisk in my daytime work. But you would need resources, experienced team memebers, and money for applying the service of calling to implement something like voip website. The website is just going to be the gateway/interface to use your VoIP service from your servers.
