PHP would be the main language, but I would definitely include other related languages, html,css,jquery,javascript,frameworks etc.

I agree that magazines do sometimes get annoying, that is why I thought of a more Open Source type of magazine would be better, not just filled with articles sent in, but also great articles read on the web that people have stumbled across (i.e. blogs, forum threads...etc - with permission ofcourse). I would definitely want it highly community driven.
