If its just semantics then plainly yes. If its the truth about things, they can in a relative sense; the measure of the truth of something depends on the rules of the argument. 1 + 1 = 3 can be true under certain rules. And under the circumstance that we are not fully aware of the true rules and in its completeness, then it means we can only assume about the truth of something.
