That system worked when they had kings who became king at a young age. At the age of our presidents, they wouldn't last a day no matter what. Plus our enemies have changed, it used to be "honorable" warfare not to hit the king, that is not the case anymore. War is not what it used to be, nor is politics. Although I do agree that it is too easy for old men (not just the president, but congress who must approve a war) to declare a war that the young must pay for.
edit: That is why I don't like the idea of having anyone in an office that can have part in declaring war who has not been in the military themselves.
