In addition, you don't really have to worry about chmod on windows either, most installations automagically have no security as far as write access (well, in that it's automatically given).
I think it was regrading it under IIS which uses either ISAPI, FCGI or CGI. So under the ISAPI there was a product called ISAPI_rewrite or something and i guess we could use PATHINFO or something on CGI urls if activated
