i found out the problem. seems like certain editors insert formating characters into the file and are invisible to you. if you open the php file in notpad you will see them. they look like [] and there are thousands of them. basically for every space they are put.

i was using microsofts expression web, and the funny thing is i tried opening the file with notpad++ , dreamweaver and the special characters wouldnt show. but once i opened it with notpad there it was

thats why i was getting 1's. so if your getting headers sent when you dont have any whitespace or anyhthing anywehre open in notepad when in doupt.
